I can only speculate - we need a Navy veteran to tell us.

Wonder if it might be some kind of interface between AUTODIN and slower 
speed systems.  The machine that seems to be a punch is obviously high 
speed, judging from the tension arms that the tape winds through on its 
way to the punch.  But the other machines appear to include Teletype 
Model 28 readers, hence low speed.
