It is known as a "dial telegraph" operation is pretty simple. Each pulse moves the needle one letter position.  I have one from ducretet

The coffee grinder handle sends pulses to the remote operator and the remote operator's handle sends pulses to the vertically oriented dial shown on the ebay auction.


I think after a message, the needle was pointed to the top "cross" to resync it.
