The one part kind of looks like the part the 14TD slips into on a 19 
table, but the connector is all wrong.

The other piece doesn't match any equipment I'm familiar with.

The relay panel is kind of strange.  Those relays look like the kind 
that's usually DC operated.  Yet the power cord goes straight in without 
there being any kind of power supply.  Maybe that was just for motors 
and DC power came from one of the other cables.  I've got too many other 
irons in the fire to spend any time tracing wires on this.
