I think that your UGC-47 wiring diagram is shown in wiring diagram 8304
sheets 1 & 2 (pdf pages 63 & 64)
Your clutch magnet ESA box is probably shown in wiring diagram 8297 (pdf
page 57)
The step pulse was generated by a crypto unit to sync keyboard signals to
the crypto stream. You should just use the clutch magnet defeat lever to
disable this. The magnet is at the right end of the keyboard and there is a
lever on a bracket that can be swung into place to keep the magnet armature
always in the "on" position.
The signal ESA box is probably the one shown in wiring diagram 8306 (pdf
page 69)
The output signal from the keyboard is at TB1 (signal) and TB2 (ground)
There should be a link from TB3 to TB4 which lets the keyboard signal
directly drive the printer input. The external printer input is at TB5
(signal) and TB6 ground.
TB is the terminal strip inside the inner box. see it on the right side of

Note that you'll need low-level voltage (+/-6v) to high-level (60ma) loop
conversion both ways - FROM the keyboard and as well as TO the printer. So
your polar relay to drive the printer is OK, but you'll also need an
optoisolator or reed relay or something so that the keyboard can interrupt
the external loop. Voltage signaling lacks the flexibility of our current
loops where it is easy to add or remove a device from a signal loop. The
low-level voltage signaling systems used a "hubbing repeater" where one or
more keyboard or TD signals could be electronically ORed together to drive
one or more printers or reperfs. The configuration could be hardwired - or
the hubbing repeater connections could go to a low-level patch panel.
There should have been a sticker on the outside of the ESA boxes with their
model numbers - could be hidden given how they are mounted.
Now the junction boxes to the external world - the right hand one is just
115vac - it feeds the motor, the clutch ESA p/s and the signal ESA p/s. The
left hand one would be for signal and step - if there aren't any
connections there then just wire directly to the signal ESA terminal board
as indicated above.
