OK, continuing to expose my naivete on the matter.

Exploring the adjustments section infers that there's a contact on a 
blank function bar, which energizes the solenoid which pushes down on a 
rod connected to a lever that eventually inhibits the feed wheel.  This 
would appear to not only protect against an open loop, but also prevent 
some malevolent person from sending repeated blanks to run out tape.

I haven't found any wiring diagram to confirm the electrical connection.

Those Teletype guys were pretty clever.
