It is clearly a strip printer 
("gummed tape printer") that prints 
the telegram message, to later be 
glued onto the telegram form for 
delivery ... 

It does the same thing as the old 
Teletype Model 14 strip printer, but 
this one looks a lot more 'modernized' 
and probably lighter-weight ... 

Use of strip printers ended somewhere 
around the mid-60s ... which is when I 
worked for WU ... and replaced by the 
Teledeltos facsimilar recorder (did they 
ever smell !!) and then the Telex.
