Just a guess that it is a break detector.  Put it in the loop and it
won't release on normal TTY signal pulses, but if the break signal is
sent it will release.

Another possibility is a busy line detector.  Have it operated off
the spacing contact on the line relay.  Then it will stay operated while
signals are being received but will release when there is a steady marking
signal.

There were some Model 28 machines made for FAA that had both busy and
break detectors, but they were on a separate panel that mounted in the
cabinet base, rather than in the LESU.
