[GreenKeys] RTTY Roundup Electromechanical Overlay for 2019

OK - I want to clarify:
- This was something that W5DT and I decided. I admit that perhaps we
should have discussed it here first and I apologize for not doing that.
- I also apologize for not responding to WA3FRP right away. Work is.
- The ARRL doesn't care either way. I can ask them to put it back in, but
the QST ship has sailed, and...
- Fundamentally this group is the community of participants in this overlay.
- If you all want to do the overlay again I'm am totally okay with it. At
the end of the day it really is up to me since I present the results, and I
am very happy to do this. We don't actually need anything in the rules to
do this.
- Frankly I think having this overlay again will be a fun counterpoint to
all the FT8 giddiness going on now (The FT8 mode has been added to the
Roundup list of allowed modes.)
