    My experience is also that selenium rectifiers are more 
reliable than generally supposed. As far as this supply I would 
disconnect the capacitors before firing it up. At least check 
them with a cap checker or even an ohm meter. If they are 
electrolytics (and they look like it) they don't like being 
stored with no voltage on them for long periods. At some point 
they stop being capacitors. Probably not expensive to replace 
providing the supply is useful.
    The wiring is odd, looks like house wiring and is all 
distorted like it was junk box wire.
