[GreenKeys] NSA 5-level tape on poster

I think it is 6 level Teletypesetter code.   I got "achievements" in my quick decode, as well.

I came across this NSA poster showing 5-level tape, evidently with a 6th punch to show rubbed-out characters. Was this a common feature or something special for the crypto world?

The slant of the tape in the photo makes it a bit painful to read, but I did see that one section says -...his unique contributions and achievements materially aided....
If you are desperate for entertainment, please decode some more and let us know what it says...
