And they were probably quite right to think that.  We're talking about a
computer based on racks of relays.

Yes, and I think the reason they used a Model 26 was that the eggheads
at Bell Labs thought it was easier to modify the code of the machine
to their needs rather than to build a code converter between their needs
and standard Baudot.  The 26 having removable type pallets was easier
to modify than a 15 would have been.
