[GreenKeys] BSP - AT&T vs TC versions?

I have been scanning a number of BSP publications that do not have TC on
the end of the BSP number. Others do have TC. I believe that TC means it
was published by Teletype Corp vs. prepared by Teletype Corp. for AT&T

For Example:
573-100-800 is Issue 1, dated April 1965
573-100-800TC is Issue 1, dated June 1965

These two appear identical - but can I assume that if the issue number
matches then  the content is always the same even though the date is
different?
