On the AN/TGC-1, I think the "flip-flop" operation was standard. This
allowed outgoing messages to always be queued up ready to go. (I was
trained on the AN/TGC-1 fifty years ago. I don't think the Army was
still using them in 1967, but it was probably a good introduction to
tape-relay equipment.)
