Mr. Hebern was an interesting character, among other things, he spent
time in prison. I don't know if he was the first to invent the
precursor of the Enigma, but he obtained a patent and tried to sell it.
The US government and military were not interested, almost no
businesses-except the Mafia!- took any interest either, so he took it
to Europe and made a few sales there. There were serious regrets over
ignoring him and his invention a decade or so later. Considering the
most common customers, if this photo was taken in the USA, it could
easily be a secretary for a hooch distributer during prohibition.
