Yes, it used the 3.579545 Mhz color burst crystal used in all NTSC
televisions.

Isn't the reason for 3580 for PSK something about a crystal that was widely
available and used in some very simple transmitter or transceiver?

I don't remember the particulars, but at one time there were some complaints
about W1AW code practice on that frequency because W1AW could move but
certain PSK users could not.
