Consider this Jeff...
>From another perspective, while the ITA2 standard was in place and set, there were a number of UPPER CASE keys that were not defined at all - just blank. So, you had no possible way to use UPPER CASE F, G and H. They were non-printing is the ITA2 standard.
Now, as a business owner, and potential USA and Canadian Telex subscriber, would you want the symbols $, & and # on your keyboard or leave them undefined.
Western Union & CNCP did it both ways by clearly showing what was capable in the USA (and Canada) and also the ITA2 standard on the same keytops. The keyboard clearly showed what differences in the USA (and Canada) and ROTW standard were by the split keytop legends. |_

Let me see if I can help explain what happened here. Yes, there is
a difference between the CCITT No. 2 Standard that Europe and
probably the ROTW followed for a Telex keyboard and what was
implemented in the USA.
In short, the folks at Western Union knew what the CCIT-2
standard was and that they had to comply with it when their
equipment was used with the international telex network.
But, locally (within the US) they decided "This is what we will
do."
Hence their split key cap legends. |_
