This is for the hams on the list.

The FCC opened a proceeding to address communications response after 
last year's hurricanes.
It asked for input from a variety of sources including amateur radio but 
the ARRL and Winlink choose
to use it to lobby for rules changes that will effect everyone in the 
RTTY/Data sub bands. Full details and
