I think it is a "Cam-Operated Distributor"
P33.012 (Issue 3, Oct 1957) has adjustment info and the drawings match this
gadget as best I can tell
- I can scan P33.012 if needed
It says the procedure is for -
FD200AB/JF 100 speed for AMA accounting centers
FD200AB/JG 75 speed for automatic line insulation testing
There is also 570-204-700 and 570-204-701 which I do not have but probably
has the same info
