[GreenKeys] Western Union wiring cabinet 9100

I can't find the picture I saw on some internet site. 

 I was hoping that someone familiar with WU versions of the 28  would recognize it by the model number.  WU used a Teletype LESU in some 28s and their own version called the 9100 wiring cabinet in others.  I have found what I think is the correct WD, but I have questions about how it connects to the outside world.  Also the previous owner had removed the polar relay section.  This leaves a hole about twice the size the of a socket so I need to understand if other parts are missing.
