My suspicion is that it was used someplace like a news room, where
they wanted to roll out the paper fast and tear it off quickly, so the
heel of the left hand could just roll that big round wheel -- instead of

Yes, it does look like a re-inker ... probably hollow and filled with that
horrible purple ink that got all over everything ... with a felt-like outside
that the ribbon rolled against and absorbed the ink.
