Ribbons Unlimited is great. I've also bought a lot of ribbon from Discount
Printer Ribbons on eBay, and they've always been pretty good (they
manufacture new ribbon, as do many other eBay sellers; it's the NOS ribbon
thay may be dried out if it wasn't packaged well, though I have had good
luck with NOS calculator ribbon once that was sealed extremely well).

I don't own one, but I'm pretty sure the Model 28 used the same size as the
15/19/others, which is the standard, universal ribbon used in most
typewriters as well. To answer your question, that size would be 2-inch
spools with half-inch ribbon. I've simply bought the cheap plastic spool
ribbons and rewound them onto the metal spools that I have. Just make sure
the spools you buy have the rivets in them to trigger the ribbon reverse
mechanism.

You can also buy the ribbon in bulk. You have to cut it and wind it on
individual spools and add your own rivets, but it's cheaper if you use a
lot of ribbon. I haven't bought in bulk yet myself. The company I know of
is called Baco Ribbons-- I've never been able to find a website for them;
just typewriter enthusiasts talking about them:
