One of the major buildings in Boston has a similar installation on The Old John Hancock Tower, installed in 1950.  I think the temperature was not reported, but colored lights indicated present and near term conditions. This poem helps people know what is to happen:

Steady blue, clear view
Flashing blue, clouds due
Steady red, storms ahead
Flashing red, snow instead

During baseball season, a flashing red means that the Red Sox <http://boston.redsox.mlb.com/index.jsp?c_id=bos&sv=1> game has been cancelled due to weather conditions.
