I like Jim, think its a Hellschreiber like device.
The so-called peckers are effectively scanning across the width of the tape
as it is pulled through the roller.
There is a slip ring that has a wire connected and the whole of the pecker
assembly is on an insulating material like bakelite.
I think the governed motor must be inside the box that has the terminals on
top.
The drive from the motor is a rod that passes lengthwise between the plates
and carries a spur gear to drive the pecker rotor, a worm gear to drive the
feed roller and a skew gear to drive the distributor.
I recall years ago I used a Muirhead D-649 Mufax machine for printing out
weather charts.

The rolls of paper were very damp and came in sealed polybags to keep the
moisture in.
The helix rotation speed could be set at 60, 90 or 120 rpm and contacted the
writing edge with the moist chemically treated paper passing between the
two.

Accumulator for battery and earth for ground are tip offs.
