Well, I have puzzled out enough of this machine to get it sending and
receiving.
I have put some of the info I have discovered on my web page at

I'll put together a short demo video tomorrow. I am still fumbling about in
the dark with no manual, no communication from anyone who has ever seen one
in operation, and a machine with a mind of its own (militarized 8080
running unknown software).
After "investigating" on the workbench for a couple of weeks, tonight I
wired it into my "message center" and can send/receive text to/from my
other Low Level (+/-6v) machine, a UGC-77. I can also send/receive via
level converters to my High Level (60ma) loops to other TDs, printers, TU,
etc.
I haven't figured out yet why the first character of each line doesn't
print, though.
And with no ribbon, I am typing onto two-ply carbonless copy paper so I can
read the back ply. I'll try fabricating some sort of ribbon cartridge some
day.
I can locally compose a message on the UGC-136, but can't figure out how to
save or transmit it. So I am just running character-at-a-time transmission
(I can also buffer incoming traffic and then print it at 120 cps).
For incoming traffic there is some automatic message numbering that happens
sometimes - not sure what triggers that.
I keep hoping that someone will turn up who has used this machine or knows
about it. I have also made a Freedom of Information Act request to the Navy
for a manual, but who knows when or if that will ever bear fruit.
This has been another good learning adventure in teletype technology so far
- many thanks to all here who have contributed encouragement, parts,
machines, advice, etc.
