Hi Jim and Pete,
You are correct in your assessment.
Its a British Army unit with the VAOS number YB/ 02808 .
I've got one but its minus the lid that has the circuit schematic and other 
useful info!
You can see the big 9 way socket for a Creed 7B to be plugged in.

Looks English to me.  Or at least it looks non-US and the language on the
parts is English.
