Huh?  You mean there are places in the world where the switch goes down
for "on"?  Does that correspond with driving on the left side of the road?

To me, the switch pointed down connotes "inactive" or "quiescent" and
the switch pointed up connotes active or in-use.  So when you turn 
everything off and plan to walk away you want the switches all pointing
down, and any pointing up attract attention.
