It is certainly possible to find plenty 100 MA. meters that do not
require an external shunt, but the meter in question may have come from
a control panel or instrument. In that application, one meter may have
been used to monitor more than one circuit, so having shunt resistors in
each circuit permanently and switching the meter to them is easier. It
also means the circuit being monitored is never broken by the meter switch.
