[GreenKeys] WLO and KPH

WLO in Mobile AL transmits on 8473 kc. They send good old 5 level Baudot
(60wpm, 170 cps shift) alternating with SITOR-B . So you get weather and
piracy reports on your TTY for a while and then garbage for a while -
unless you have some gadget to translate SITOR-B to Baudot.
