The 89 works great on its own without any need for two and the diversity combiner.  In narrow mode it can copy very weak signals.  I have used one, along with the ST6 and some Dovetrons for decades and they are all very good decoders.  The manual for the 89 pretty much tells you all you need to know to maintain it.  There are a number of mods to make it more compatible with certain tone combinations but it is a truly versatile and useful piece of equipment.  Forget diversity reception and go with just one if the price is right.
I have also used PLL decoders like the NS-1 and they work fairly well also at a fraction of the price of more exotic gear.
