[GreenKeys] Teletype Model 15 Pull Bar?

Regarding Bruce's Model 15 "down under"....I came to wonder about the 220 volts voltage they use there....and in many other parts of the world.  Clearly he can use a transformer to step down to 120 volts....but, my wonder is, does the 220 volt line have one leg to ground (earth) or is the voltage "floating" above ground.  Just curious.
