I don't know about all the software programs, but fldigi can be configured
to send CR-CR-LF at the end of a line.  Typical contest messages are 
shorter than a line?  Maybe the rules can be written to say that software
guys who don't send CR and LF are subject to having their messages not
credited.

Of course it's highly advantageous to have a machine that does automatic
CR_LF on reception, but those are fairly rare.
