Here's an interesting perspective on the upcoming bill.

realize that all this "bill" does is give the HOA another weapon to take 
your stealth antenna away, don't you? Read the bill. If you have a 
stealth wire, or an antenna of ANY KIND in a HOA environment, if you 
don't ask the HOA FIRST if you can put it up, you are in violation of a 
Federal CFR if this passes. Don't take my word for it, read the bill for 
yourself and see. This helps two constituencies: The HOA and your Lawyer 
(because you will need one). Its a bad bill as it is currently written 
and really give you no more "parity" than you have right now. AAMOF, it 
makes it more difficult for you to have a stealth antenna and worse for 
you if the HOA catches you with one without your permission. All I ask 
is that you read the bill's wording:

(b) Additional requirements.—In amending its rules as required by subsection
(a), the Commission shall—
(1) require any licensee in an amateur radio service to notify and obtain
prior approval from a community association concerning installation of an
outdoor antenna;
