It is doubtful that anyone would confuse deg K for a frequency.
I think most of the time someone or group makes up what is what just so there will be a standard even if it does not make any sense.

Hz is capitalized because it is the name of a scientist, Hertz. Units, like k for kilo, m for mega, etc, are not capitalized.
