Submarines need not surface to receive. Its called a floating wire. 70khz is transmitted everywhere, not ground wave, not sky wave but thru the earth for the most part. Transmitting from subs is another story

Much of that is 50 baud.
But there was the 76 HZ ELF system... which was very slow...
and used just as a bell ringer wake up mechanism... to get the sub
to ascend to depths it could receive faster signals...
