[GreenKeys] Comma on [J] (was Teletype Pallet Set Available)

Eric,

The AWA Museum's AN/FGC-8 (military M19) is the same way. No apostrophe, 
but with comma on both upper case [J] and upper case [N].

Is yours a military set?

AT&T "Upper Case Type Arrangement C" shows apostrophe on upper case [J], 
but with "7/8" for upper case [N]
