Charles & Howard Krum experimented with wireless transmissions of
printing telegraph signals and communicated from Chicago to Milwaukee,
almost 100 miles, in about 1921. In 1922, the US Navy did air-to-ground
tests, using the Morkrum M11. These, and the RN's tests, were probably
just using on-off keying, which probably didn't work very well
(especially with the simple receivers of the day).
There were various patents for "RTTY" in the 1920s, but I don't think
that the use of FSK for regular commercial RTTY started until the late
1930s ?
