That table looks to me like an ordinary Model 15 table.

Western Union had their own operating tables, most of them fairly large
because they held the gumming desk used to stick the printer tape on to
telegram forms, and also other stuff that was needed to operate a circuit.
I guess there were some smaller tables used in customers' offices, and
in fact we know of a very compact arrangement where the copyholder also
served as the gumming desk.

Also I believe in that ancient day the table would have been wood, or
metal made with angle iron legs, or perhaps tubing legs.  I've seen 
pictures of a small table for a 2B that had tubing legs and was on 
casters, so it could be rolled around in the back room of a telegraph
office.  For angle iron construction see a Model 12 table.  Spoze you
measure that table and compare the measurements with a Model 15 table.
