What Walt was trying to emphasize is that previous schemes tried to keep
the sending and receiving distributors in synchronism.  This works so long
as the time it takes to transmit a signal is short compared to the bit
length.  Krum's breakthrough is to realize that the receiving distributor
doesn't need to start until the beginning of a character arrives.

For a terrestrial wire circuit the delay in transmission is about 5
milliseconds per 1000 miles, so the bit leaving the sending end is
the same one that comes out the receiving end.  For the 
earth-moon-earth-moon-earth transit there are several characters in
transit between the sending and receiving ends.
