The 20/60ma is the current into the drive board. This higher current picks the selector magnet.

Shouldn't it be a 20mA or 60mA loop current for the model 33?

Yep, checked that, it's about 450 ma. I think this unit was used for an airline. There where United marking on the interface converter. So I suspect that it was ON all the time. Seems all the top resistors, R2,6,7,8 all have brunt the board.

you might measure the current through the selector magnet and see if it
is 500 ma. Check whether the power transistor is shorted.
