A Stobe was one of the standard Teletypewriter repairman's tools in the 
Army in 1967.  Besides setting motor speed, you could freeze the 
operation of moving parts to see intermittent operation.  (I was glad to 
see that we had one at the AWA Museum, but then when I needed it I 
couldn't find it! - (Must be around here some where!)
