Hi Jim - this is different from the stepping modifications. I understand
that stepping allowed the crypto equipment to tell the TD or keyboard to go
ahead and release a character. As far as I can tell the M28 stepping mod
was essentially the same as for the KLI you describe - that makes sense
because you might connect either M28 or KLI equipment to the crypto unit.

This Normal Keying Input only changes the loop current from the TD or
keyboard contacts to the crypto unit input. It appears to put a couple of
4.7K resistors in series with the loop. I don't know what voltage/current
was actually in the loop but it was evidently supplied by the crypto unit.
Must have been pretty low current because one place mentions the need to
keep the TTY equipment's non-gold contacts very clean.
