That would be the direction I would take.
Charge mark...fire.
Charge space (during mark duration) fire.

The problem, if I read that right, is the steady condition.
It would take 14.52 volts to push 20 mA through both coils in series.
But if you only need 6.88 mA to hold them, 5 volt source would work.
