Brad,
More importantly, do you have a variac or at least a dim-bulb tester? The
only way to test this unit is with some voltage & current limiting device
on the AC line input.
Fast / slow fuses are not the issue. Just stick some kind of fuse in it,
3-10A and - again - watch the current with the DVM as you apply power with
the variac or what have you. The point, is to get a sense of just how much
current the motor (just the motor, with caps / relays) is demanding from
the line.
Is it just being excessively demanding at turn-on, or is the thing acting
like a dead short to the line, under any conditions? Have you even measured
the DC resistance of the windings, yet? These are all very basic steps..
