The new capacitor in the electronics (UCC-6) should fix the buzzing in the selector magnet armature, so dont troubleshoot that problem anymore.
With the power unplugged, remove the motor fuse holder by just loosening the one screw that holds it in the base of the printer. Remove the fuse holder and the black start relay You dont have to remove any wires. Open the start relay cover and check to see if its stuck closed or broken or full of carbon on the contacts. If you need a relay, I have a used one for you.
If you are careful you can let the relay and fuse holder hang out the back of the 33 with the cover off the start relay and watch its action when you apply power and turn on the Line/Local switch. Use a piece of cardboard or the like to insulate it from the metal on the machine.
I wouldnt go any higher than a 3 amp fuse in the motor, but definitely try a 3 amp one after the above checks.
If you need a motor I can provide one. They seldom go bad and I have not had to replace one in many years.
The motor is heavy of course and I will ask you to pay shipping costs. I will check it out on the bench before shipping.
Remember, most all 33 problems can be found by VISUAL inspection. Thats the prime directive. Isolate the problem and keep looking.
