bad motor windings???? Ed#

I've got a few things figured out on my Model 33 -- the keyboard had a
couple of jammed keys (probably from jostling while shipping). That all
seems to work now. I also discovered that the buzzing I was hearing was
not, in fact, the motor, but rather this little device on the far left
side.
I think it's some kind of encoder. As you rotate the motor the buzzing
becomes more or less intense or stops entirely.
The motor is not working at all. Basically the second you try to run the
machine it attempts to start up and then immediately blows the 2A fuse
nearby. I can rotate the entire mechanism so it's not a jam. My motor is
the one that doesn't have the cap immediately nearby.
All the resistors in the PSU look good except for one that pulls about
10ohm
less than spec.
