If it is the one I think it is, it is very simple - just reading the 
five bits from the tape in parallel and then sending it to the 
multiplexer. The stepping of the tape was controlled by the multiplexer 
to keep everything in sync.  Typically there would be four 
parallel-output tape transmitters connected to a multiplexer with a 
serial output.

Time Division Multiplex in 1912!

(The Western Union Multiplex System started in 1912 with the purchase to 
rights of the Murry Multiplex System, but it was based on Emile Baudot's 
invention of about 1880.)

Once I see what you have, the AWA Museum may have some documentation on it.
