anyone  shed any light on this?
Perhaps there are some old JPL and Hughes folk here.

scat team jpl bld 111 surveyor ops
going  though some old  files - - apparently
a bit  of  5 level  used around JPL in the pre 1970s
I do see one  35 KSR though
 
Being that  this is linked to the surveyor  program 
( Hughes built  the craft  for JPL 
 
top note on envelope says:
 
"SURVEYOR OPS
(SCAT TEAM BLDG 111)
 
then there is a additional note on the envelope
"KEEPING AN EYE ON HUGHESIN BLDG 230"
