Please see the attached photo.  I got a high  resolution scan from the 
park, then cropped it to show the item in question  only.  Here's what my 
non-expert eye sees, to be corrected by expert  opinion:

1. The tape looks thin, especially as it enters the machine  and as seen 
through the window.

2. There seems to be tape pasted to the  paper holder above the window with 
possible evidence of earlier pasted-on take  having been removed.

3. A holder possibly containing radiogram blanks  to the left of the 
machine near where the tape exits.

We have several  of the three slot paper holders like the one screwed to 
the top of the  machine.

OK they are definitely pasting up telegrams... RCA  telegrams?
 
definitely  3/8 or the smaller  tape
Notice the hard face celluloid  keys... not the green spring loaded  ones//
 
over to the left is the paste up gumming desk to stick the tape to telegram 
 form
 
ok Dick educate me  so I can fit some of this together... were they  
receiving RCA message  stuff  from the ships and mailing the telegram  out to 
peoples homes and businesses perhaps?
 
what  year  do you date this at?
 
yea it is a 14  or  a  2b... both made by teletype  or  predecessor name
 
I need to look  at  some  info in my  WU and  Teletype  data
