Actually, that is a bit of an over-simplification, although in the case of 
the TT-4, TT-76 and TT-98 it is nearly correct for manuals printed or 
revised after the early 60's).  "-12" is actually  "Operator's and Organizational 
Maintenance Manual". and "-35" is actually "DS, GS and Depot Maintenance 
Manual.

>From about 1939 until about 1958, Signal Corps Technical Manuals had 
nomenclature of the form "11-nnn" or "11-nnnn" (the other Technical Services used 
different numbers before the hyphen, "9-" for example for Ordnance 
[vehicles, etc.]).  And except for some ground radar sets, almost all sets had one 
manual that covered operation, maintenance and parts lists.  The first digit 
of the three or four had some meaning.  For example, most wire equipment 
after about 1942 (including teletype machines) had manuals in the TM 11-2000 
block.  The first manual for AN/GGC-3 and TT-76/GGC was TM 11-2225 from 1953.  
These are the "short number" manuals

>From 1958 throughout most of the rest of the century, new or revised 
equipment manuals were issued in the "long number" system:

11-nnnn-mmm-oox

"nnnn" was 4 digits indicating the equipment classification.  5815 was wire 
equipment (the classification numbers started with 5800 instead of 1000 to 
avoid any possible confusion caused by lazy people not using the full manual 
number)

"mmm" was 3 and later 4 digits identifying the specific equipment.  238 was 
AN/GGC-3.

"oo" was 2 digits (with an optional "P" for Parts) identifying the level of 
the information in the manual.

10 = Operation or Operator's
20 = Organizational Maintenance
30 = Direct Support Maintenance
40 = General Support Maintenance
50 = Depot Maintenance
P  = Parts, always prefixed by two digits indicating level (20P, 24P, 25P, 
35P or 50P)
& P = Also Includes Parts

Combinations of the above indicated that the manual included coverage at 
two or more levels.  Some common examples are:

12 = Operator's and Organizational Maintenance
24 = Organizational,  Direct Support and  General Support Maintenance
35 = Direct Support, General Support and Depot Maintenance
15 & P = Everything (same as the earlier short number system manuals)

Early manual sets usually consisted of -10, -20, -20P, -35 and 
-35P.Beginning in the early 1960's, most -10 and -20 were replaced by -12.  A lot of 
thinner manuals were replaced by -14 & P or -15 & P and some -34 & P showed up. 
 However, the 1983 edition of the GGC-3 Operator's Manual is just a -10.
