Not necessarily a system of machines.  It's really means a list of what you 
get if you order one.  Originally in the case of AN/GGC-3, it meant one 
TT-76 + stand, cables, some spare parts and supplies and two TM's all in a 
crate.  The A, B and C models of the GGC-3 are the same except that in each case 
the Transmitter-Reperforator is an A, B or C model.  But regardless, if you 
order any one of the four, you only get one machine.

I'll add, although I know next to nothing about Kleinschmidts, that 
AN/GGC-53 is substantially the same set except that the machine is a TT-699 through 
TT-699C.

The benefit of knowing the Set nomenclature is that that's how you find the 
manual because they didn't do a manual on the TT-76.

Now when you get up to something like AN/GRC-26D, you do have a system of 
machines, of which AN/GGC-3 or AN/GGC-53 is only onesmall part.
